House panel set to OK cut in food stamps

— The House Agriculture Committee is set today to consider small cuts to the $80 billion-a-year food stamp program in an effort to appease conservatives who say the food aid has become too expensive.

The cuts are part of a massive five-year farm bill that costs almost $100 billion annually and would set policy for farm subsidies, rural programs and the food aid. The House panel is considering the bill a day after the Senate Agriculture Committee approved its version.

The House bill would cut about $2.5 billion a year to the food stamp program, now known as the Supplemental Nutrition Assistance Program, or SNAP. The Senate approved much smaller cuts to the program, amounting to about $400 million a year.

Jury will now decide on death penalty for abortion doctor

— The jury that convicted a Philadelphia abortion doctor of first-degree murder Monday, will return later this month to decide whether he should face the death penalty.

Dr. Kermit Gosnell was convicted of murder in the deaths of three babies who were born alive and then killed. He was also found guilty of involuntary manslaughter in the overdose death of an abortion patient.

Both sides in the abortion debate are endorsing the verdict. The head of the National Right to Life Committee says the case "has helped more people realize what abortion is really about." He says he hopes more states will now pass bills that prohibit abortion.

— One cybercrime expert says a $45 million heist was on the "high-end" of what can be done by cybercriminals who exploit banking systems connected to the Internet.

The global network of thieves drained cash machines of an astonishing $45 million in hours.

The money was taken from banks that back up the prepaid cards.

Seven people in the U.S. have been arrested. There are worries more such thefts may be in store.

US medicine spending shows rare dip in 2012

— Spending on prescription medicines in the U.S. fell for the first time in more than five decades last year.

A new report from the IMS Institute for Healthcare Informatics states the total spent was down 3.5 percent to $325.8 billion last year.

That's partly because patients benefited from a surge of new, inexpensive generic versions of widely used drugs for chronic conditions, such as Lipitor for high cholesterol.

But there's a downside: Another reason for the decline was that cash-strapped consumers continued to cut back on or delay needed doctor visits, medicines and other treatments. Some waited to seek care until they were very sick, leading to a jump in patients admitted to hospitals after coming to the emergency department.

— Former Republican South Carolina Gov. Mark Sanford has thanked God for reviving his political career.

Sanford won back his old congressional seat Tuesday. The seat became vacant when U.S. Sen. Jim DeMint resigned from his Senate seat last year. Governor Nikki Haley then appointed the sitting congressman, Tim Scott, to fill DeMint's seat.

Sanford saw his political career disintegrate four years ago when he disappeared for five days, telling his staff he was hiking the Appalachian Trail. He returned to admit he had been in Argentina with his mistress — a woman to whom he is now engaged. Sanford later paid a $70,000 ethics fine, the largest in state history, for using public money to fly for personal purposes. His wife, Jenny, divorced him.

At his victory party, Sanford said, "I am one imperfect man saved by God's grace."

He said South Carolina's voters had extended him human grace that was a reflection of God's grace.

Three brothers have been arrested.

Senate bill lets states tax Internet purchases

— Attention online shoppers: The days of tax-free shopping on the Internet may soon end for many of you.

The Senate is voting on a bill today that would empower states to collect sales taxes for purchases made over the Internet. The measure is expected to pass because it has already survived three procedural votes.

The bill faces opposition in the House, where some Republicans regard it as a tax increase. But there is a broad coalition of retailers lobbying in favor of it.

Under current law, states can only require retailers to collect sales taxes if the store has a physical presence in the state. As a result, many online sales are tax-free, giving Internet retailers an advantage over brick-and-mortar stores.

The National Rifle Association is gathering in Houston for its annual convention.

Organizers for the powerful gun rights lobby anticipate a rollicking, Texas-sized party to celebrate the victory and recharge the troops for more political struggles with gun control advocates around the country.

More than 70,000 people are expected to attend the three-day "Stand and Fight"-themed event. Today's schedule includes a political forum with speeches from several state and national conservative leaders.

Gun control advocates also will have a presence in Houston. They plan a vigil for victims of gun violence and a Saturday demonstration outside the convention hall.

Despite their recent defeat in Washington, gun control advocates have passed new gun restrictions in several states.

— The FBI says three college friends of the Boston Marathon bombing suspect have told agents they suspected Dzhokhar Tsarnaev was one of the bombers only after authorities released photos of him and his brother.
